U.S. congressmanLucas M. Millerof Wisconsin was an odd dude . He served just one term in the House , and when you look at the bills he introduced it ’s easy to guess why . Back in 1893 , Miller propose abolish the Army and Navy , wiping out pension jurisprudence , and even want to ameliorate the U.S. Constitution to rename the United States of America to something a scrap more sci - fi : “ The United States of Earth . ”
Why would he require to do this ? Was it some proto - hippy direction of say that the U.S. was just part of a larger worldwide community ? Nope . It was because Miller trust that the U.S. imperium would expand so much that it would eventually withdraw up the integral macrocosm .
